We've just received word from the President that members from the other agencies are joining in your mission. You know what to do, put on a good show for the president.
Yes, Agent X, we're all on the same side, and we all want those terrorists captured. But I've heard that the Secretary of State will give the agency that captures the most terrorists a big slice of the budgetary pile.
Get the most terrorists, Agent X. Use any means necessary. Otherwise you're out of a job. We're counting on you.
The Game: Everyone plays a government agent in this twisted version of Go Fish, and everyone wants to get the most pairs of terrorists before the deck runs out. Use every departmental dirty trick, from tapping agency phone lines. taking prisoners into custody, or miring other agencies in red tape. Remember, your job and your agency's budget are on the line.
You are the head of a government agency dedicated to saving our country from deadly extremists. You must protect the country and win the approval of the President by capturing evil terrorists. You will compete with other government agencies, using the latest surveillance equipment, the bureaucracy, and the occasional unauthorized prisoner transfer request form to arrest as many terrorists as you can!
